Director vijay milton told that "The inspiration for the story came during an early morning visit to Koyambedu market. "I was passing Koyambedu Market one morning, when I witnessed hundreds of young boys sleeping in its attics. That triggered my curiosity and I started researching them. I learnt that their world revolves only around this 'market', they do not have any other identity. Even when they get old, they indulge in activities like selling ganja and putting up petty tea shops inside the market. I immediately decided to make a film on them.

The film shooting was started on 27 April 2012. The film shooting is nearing completion and will finish around 20 june 2013. 90 percent of the film shooting finished.

The distribution rights of East godavari, West godavari and Karnataka were bagged by Geetha Arts. Vizag, srikakulam and vijayanagaram districts are distributed by Dil raju. Nizam region is jointly being distributed by the geetha arts and dil raju.

Story

Ram charan tej is playing a police officer role. It's also heard that Allu arjun will playing an undercover secret agent gets killed by villains. Later, using hi tech technology Allu arjun brain is transplanted to Ram charan. How he takes revenge on villains using his muscular power and Allu arjun brain forms the crux of the story.

The completion of velayudham, vijay announced next project with R T Neason, who had worked as an assistant director with jayam raja in velayudham. The project commenced only 2 years later, after vijay completed three other films. Jilla as a Madurai based film, Jilla is a second directional film for Neason earlier he direct muruga. Vijay who had several collaboration with R B choudary so the producer decided to produce jilla with vijay. Mohanlal liked the script and decided to act in the film. Master Raju Sundaram will be choreographer for the film.

Rumour says Nisha Agarwal performing in the film, but report stated that she had not been approached for a film. Kajal Agarwal and Poornima Bhagyaraj are signed in the film, Niveda Thomas plays a daughter character for mohanlal and sister character for vijay. Cinematographer Natarajan Subramania has initially signed for the film but clash of dates he did not part in the film replaced with Ganesh Rajavelu as a cinematographer for the film.

Development

The opening ceremony was held on march 11 2013, at R B Choudary's chennai office. The first schedule was commenced on may 13th in madurai and karaikudi with mohanlal and poornima. Vijay said that joined the shoot on end of month, but this didn't materialise. For the next schedule the film crew shifted to a Chennai-based studio where large sets resembling the city of Madurai were build up for the film. In September 2013, it was reported that Vijay and Kajal Aggarwal would be playing police officers in the film.

The fourth schedule shoot was cancelled due to heavy rain. In october report stated that 80 % of the film was completed only song sequence remaining.

Music

The music director for the film is D Imman, while he was composed the songs and background score. D Imman collaborate with mohanlal for first time and second time for vijay earlier he work with vijay in Thamizhan. The audio rights bagged by star music. Official track was released on 16 December 2013 along with the one of Ajith's Veeram. Imman unveiled the promo songs was released on 18 December 2013 and then the full album was released on December 21 2013.

Since 2009 the director reported that to take the film with mahesh babu but the project was delayed due to latter's other commitments. In may 2010, mahesh babu signed two films with 14 Reels entertainment, one with Srinu Vaitla and the other with sukumar. Due to delay of Dookudu film and the producers being same for both projects. Sukumar would not take off until Dookudu was released and finally revealed the dookudu film and released on september 2011.

Casting

In November 2011, Tamannaah was revealed a female lead role for the film with doing opposite pair for mahesh babu. After considered Akshara Gowda, Angela Jonsson, Kajal Aggarwal but the reveal make untrue, no one suitable for the role. October 5 2012 Kriti Sanon officially announced that female lead in the film.

Budget

The overall film budget is 80 crore and in US dollar 12 million.

Music 

The music director for the film is Devi Sri Prasad, DSP composed the score and songs and this is the first collaboration with Mahesh Babu. 14 Reels Entertainment would decide the audio launch date and the audio might be release on December 19 2013. Lahari Music bought the audio rights of the film.
